No. The view begins with four or five pilot sites. Pattern detection is partial at first and strengthens as the portfolio comes online. Full coverage typically lands inside a school year.

What is the difference between Portfolio View and a BI dashboard?

BI reports on downstream data. Portfolio View is where the governance signal is created and held in real time. It is the source, not the reflection.
